The Independent State of Samoa and Electric Power Corporation (EPC) is seeking proposals from qualified Independent Power Producers (IPPs) to provide a total “turnkey” project including all necessary equipment, materials, design, manufacturing and installation services. Contractors should have expertise in the design, procurement, construction, installation, commissioning, and operations of a number of technologies, including Solar PV, Battery Energy Storage, Wind, Hybrid Thermal/Electric Storage, and Municipal Waste-derived Diesel Fuels—all integrated with a Microgrid Controls Platform. The goal of this solicitation is to deploy interconnected energy technologies that will enable EPC much greater flexibility to operate its system effectively. Samoa requires a solution set that is diversified, resilient, and stable, while driving down energy costs and supporting the nation’s long-term transition to 100% clean energy.
All EOIs must be submitted in written form to the address below (in person or by courier mail) by 10:00 am on Monday November 18, 2019 (Samoan local Time). Late proposals will not be considered. Any proposals sent outside of this solicitation's formal submission process will not be considered. GridMarket and Samoa reserve the right to disqualify proposals that do not comply with submission guidelines. The Independent State of Samoa and GridMarket reserve the right, without qualification, to select or reject any proposals, to cancel this solicitation at any point in the process, and to waive any formality, technicality, requirement or irregularity in the proposals. Limitation - this solicitation does not commit Samoa and GridMarket to award a contract or to pay any costs incurred in preparing any application.

As an energy advocate for the Independent State of Samoa, GridMarket will work closely with chosen partners to ensure project success. The contractor is completely responsible for designing, constructing, operating and maintaining the project in accordance with the requirements of the aforementioned statement of work and is solely responsible for ensuring system output performance. The Independent State of Samoa may execute one or more agreements as a result of this REOI.
